Town Police Clauses Act 1847

IN ACCORDANCE with Section 21 of the Town Police Clauses Act 1847, which section gives Wiltshire Council (“the Council”) the power to make an Order for roads within its administrative area to be closed temporarily to all vehicular traffic (and for alternative routes to be observed) for the purposes of preventing obstruction.

The Council HEREBY ORDERS

On: Sunday 14th November 2021 between the hours of 10.00 and 11.30

Purpose: Remembrance Sunday Parade

That the following roads and streets in the town of Marlborough are to be closed (save in any case of emergency) to all vehicular traffic:

a) A4 (Part) High Street; from its junction with A345 Pewsey Road to its junction with with New Road / Kingsbury Street

b) C18 Kingsbury Street; from its junction with High Street to its junction with The Common / Frees Avenue

c) C6 Silverless Street; from its junction with Kingsbury Street to its junction with A346 Herd Street / Barn Street

d) A346 Herd Street; from its junction with Silverless Street to its junction with The Common

e) A346 (Part) Barn Street; from its junction with Silverless Street to its junction with A4 New Road

f) A4 (Part) New Road; from its junction with High Street to its junction with London Road

g) C18 The Parade; from its junction with High Street to its junction with London Road

h) Oxford Street; from its junction with New Road to its junction with Barn Street

i) The Green; from its junction with Barn Street to its junction with St. Martin’s

j) A4 London Road (Part); from its junction with New Road to its junction with A346 Salisbury Road

Nothing in this Order shall prevent vehicles from proceeding in the said lengths of road when being used in connection with the event stated above.

IMPORTANT: It is an offence to wilfully breach the terms of this order and anyone committing such an offence shall be liable on summary conviction in the Magistrates’ Court to a penalty not exceeding £1,000.

Wiltshire Council has granted permission for road closures between 10:00-11:30 as above for all roads in the vicinity of the High Street and War Memorial to ensure the safety of those taking part.  However to try to limit the disruption to traffic, some will be closed for shorter periods where possible. 

All timings are approximate and will depend on whether roads are clear of members of the public/parade:

10:00 : North side of High Street CLOSED to traffic
10:10 : South side of High Street CLOSED to all traffic for 5 minutes in the vicinity of the Town Hall. 
10:10 : No access to High Street for joining traffic from Kingsbury Street and Hyde Lane.
10:10 : No access to New Road from The Parade
10:15 :South side of High Street OPEN

10:25 : CLOSED TO ALL TRAFFIC except emergency services: High Street (both sides), part of Kingsbury Street between Silverless Street and High Street, Barn Street, New Road, Oxford Street. 
10:25 : NO ENTRY to New Road from The Parade.  Southbound traffic stopped on Herd Street.  Westbound traffic stopped on London Road at pedestrian crossing near ATS Tyres.

10:55 : Kingsbury Street and High Street South Side OPEN
11:15 : South Side of High Street CLOSED.  Kingsbury Street between High Street and Silverless Street CLOSED until the Parade has passed back from the War Memorial

11:30 : all roads OPEN if clear of pedestrians

We will also lift closures for short periods where we can to allow traffic to keep moving
