Marlborough Area Neighbourhood Plan 2023
A Referendum about whether to adopt the Marlborough Area Neighbourhood Plan was held on 23 March 2023 and the plan was 'Made'. Full story here
The area covers three parishes: Marlborough (including Manton), Mildenhall and Savernake.
The Neighbourhood Plan is the result of a long process of consultation, drafting and refining, following the stages required by law. It covers the years up to 2036. It is now in its final form and Wiltshire Council is ready to put it to a referendum on Thursday, 23 March 2023 (more details in information statement).
The question which will be asked is
"Do you want Wiltshire Council to use the neighbourhood plan for Marlborough to help it decide planning applications in the neighbourhood area?"

INFORMATION STATEMENT
A referendum relating to the Marlborough Area Neighbourhood Plan will be held on 23rd March 2023.
The question which will be asked in the referendum is ‘Do you want Wiltshire Council to use the neighbourhood plan for Marlborough to help it decide planning applications in the neighbourhood area?’
The referendum area is identified on the map which is included with this information statement. The referendum area reflects the area that has been designated as the Marlborough Neighbourhood Area.
A person is entitled to vote in the referendum if:-
• He or she is entitled to vote in an election of any Councillor of Wiltshire Council whose area is in the referendum area; and
• His or her qualifying address for the election is in the referendum area. A person’s qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered.
The referendum expenses limit that will apply in relation to the referendum is £2,779.60. The number of persons entitled to vote in the referendum by reference to which that limit has been calculated is 6,960.
The referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

- The referendum version of the Marlborough Area Neighbourhood Plan;
- Referendum Information Statement;
- The report of the independent examiner into the draft Neighbourhood Plan;
- Copies of the written representations submitted to the independent examiner;
- A Decision Statement of the Local Planning Authority’s satisfaction that the draft Neighbourhood Plan meets the basic conditions specified by statute and complies with the provision made by or under Sections 38A and 38B of the Planning and Compulsory Purchase Act 2004;
- A statement that sets out general information as to town and country planning including neighbourhood planning and the referendum;
- Map of the Marlborough referendum area.

BACKGROUND SUMMARY
The Plan is the result of a long process of consultation, drafting and refining, following the stages required by law.
It is now in its final form and Wiltshire Council is ready to put it to a referendum on Thursday, 23 March 2023.
A Neighbourhood Plan is a planning document with legal status that is used as part of the planning application process for new developments or changes to existing buildings. The Marlborough Area Neighbourhood Plan has been put together over the past 6 years following consultation with local people, and has been developed and refined to reflect local views. It aims to offer a balance between the needs of our community and of the environment we live in by including policies to:
- Support the provision of more affordable housing
- Protect our natural environment, landscapes in the surrounding area, open spaces within our communities
- Protect against speculative and unwanted developments
- Preserve or improve community infrastructure: parking - medical centre - cemetery capacity - sports pitches
- Protect our heritage: listed buildings - historical sites - buildings of special interest
For the Plan to be adopted it requires a majority vote in favour. If this is not achieved the community will have less control about how land is used, and be more at risk from unwanted development. The plan covers the years up to 2036.
