Committee Structure

To help run council business more smoothly and to deliver best value for money, Marlborough Town Council has adopted a committee structure. 

FULL TOWN COUNCIL

All Members elected to the Marlborough Town Council sit on the Full Town Council and meet approximately every six weeks. 

Full Town Council (comprising all 16 Councillors and chaired by the Town Mayor) still makes the most important decisions such as setting the precept (local council tax) but, committees have delegated authority to make decisions in certain areas themselves. The Financial and Proper Officer is the Town Clerk.

In addition to the Full Town Council, there are five Committees:

Amenities and Open Spaces

The Amenities & Open Spaces Committee makes recommendations to the Full Town Council on matters relating to outside public facilities and areas under Marlborough Town Council’s upkeep such as the children’s play areas, the cemetery, the Common, the Priory Gardens, sports grounds and other small parcels of land in the Town. The Committee also administers some of Marlborough’s sports facilities, the allotments, and considers applications from travelling circuses and fairs. The Committee must also deal with unpleasant problems such as litter, broken street furniture and vandalism.

Finance and Policy

The Finance & Policy Committee is responsible for the management of the Council’s finances and setting of its policies.

Like other town and parish councils, Marlborough Town Council does not receive any revenue support from Central Government or from local businesses through the Non Domestic Rates. It is funded through the Council Tax - the local tax you pay towards the services provided by Wiltshire Council, Wiltshire Police Authority, Wiltshire Fire & Rescue Services and the running of your own town council. This last proportion is worth around only 10% of your overall Council Tax bill and is known as the precept.

Each year, Marlborough Town Council agrees its budget for the forthcoming year and sets the precept. This is to cover any shortfall in the budget the Council needs for the next financial year and is based on planned income (funds from investments, rental income etc) and expenditure (capital projects planned, running of services etc). The difference is the amount it needs to raise locally from Council Tax payers - the Precept. Wiltshire Council collects this on behalf of the Town Council and it is paid in two instalments during the financial year.

The Town Council tries to ensure that the tax burden on local people is reduced by seeking external funding for projects where it can.

Planning

Each elected Member of the Marlborough Town Council sits on the Planning Committee however the Mayor is ex-officio, which means that he/she does not vote.

The Planning Committee receives copies of planning applications relating to the Parish of Marlborough only. Applications for neighbouring villages outside of the parish will be sent to the relevant parish councils.

The Committee considers each application and sends its observations to the Planning Authority for the area (Wiltshire Council) which makes the final decision to authorise or refuse planning consent. Marlborough Town Council is a consultee only and cannot make decisions about the outcome of a planning application.

Property

The Property Committee looks after the maintenance, improvements and running of the Town Hall, the Town Council Offices, Marlborough Community & Youth Centre, Public Toilets and various commercial and residential properties.

Staffing sub committee

Deals with staffing issues, and is a sub-committee of the Finance & Policy Committee.

WORKING PARTIES

As business demands it, there may be issues that require further focus or expertise and Full Council or one of its Committees may establish Working Parties. These can include Town Councillors, experts, advisors and members of the public. These are set up in an advisory capacity only and can only made recommendations to Full Council or Committee.
